Abstract

Quantification of regional socio-economic disparities in rural areas. The case of the Leader Region Southern WaldviertelNibelungengau, Austria This paper presents the methodological implementation of the relational spatial Multiple Deprivation Index (rMBI) [räumlicher Multipler Benachteiligungsindex] using the case of the Austrian Leader Region Southern Waldviertel-Nibelungengau (Lower Austria). The aim is to make socio-economic and spatial potentials and challenges of rural regions comparatively measurable. The spatial dimension of accessibility is added to the base index (Multiple Deprivation Index MBI) to create the rMBI. Central elements for the construction of the rMBI are, on the one hand, the relationality between regions and, on the other hand, the accessibility of services of general interest especially for rural areas. The public debates on disadvantage and quality of life are often conducted in the area of conflict between urban and rural areas and on the basis of subjective perceptions. Making deprivation quantifiable is a sensitive issue, as this topic can only be clearly defined in quantitative terms to a limited extent and is therefore difficult to reduce to a single, comprehensive measure. This article attempts to add a quantitative dimension to the public debate on how to ensure a nationwide provision of services of general interest of equal value. The results of the dimension “health” are discussed in the article as a representative of the different area dimensions of the rMBI. The results of the rMBI show regional disparities in a multi-dimensional way and are intended to provide a basis for regional actors to develop region-specific options for action and objectives, but also concrete projects.
